Mr. Charles Clouse, brings over twenty years of transportation experience to the firm, including road design and construction, transportation engineering and planning, transit planning and operations, and traffic impact analysis. Mr. Clouse has an extensive background in the preparation of regional transportation plans and regional transportation improvement programs. Mr. Clouse has assisted the Cities of Clovis, Hanford, Merced, Porterville, Selma, Tulare and Visalia in the development of updates to the Circulation Elements of their General Plan. Mr. Clouse has completed numerous traffic impact studies on small, medium and large projects throughout the San Joaquin Valley, including residential, office, industrial and commercial projects, as well as specific plans. Mr. Clouse has provided a wide variety of assistance to transit operators throughout the state. He has been responsible for the preparation of transit plans for small, medium and large transit properties. In addition, he has assisted in the development of transit centers and transfer sites. He has planned for the conversion of a number of demand-response systems to fixed route operations. He has also directed the acquisition of vehicles through federal grant programs.
