Ms. Miller joined TPG Consulting in 2003 after completing her B. A. in Geography at Humboldt State University. As a student she worked on many projects involving extensive research, data collection, and technical writing, which included preparing components of an Environmental Impact Report (EIR) on salmonid habitats for the Army Corps of Engineers (USACE).
While with the California Department of Forestry (CDF), Ms. Miller was involved in the analysis of timber harvest data for the Mattole River Watershed, located in Northern California. On this project she employed applications of Geographic Information Systems (GIS), focusing expertise on ArcView Spatial Analyst and Image Analyst software extensions.
Ms. Miller's responsibilities include CEQA and NEPA environmental review and document preparation. In addition, she has been involved with various transit planning and land use planning projects. Her recent work includes the following:
Ms Miller is currently preparing environmental documentation for two transit related development projects for the City of Porterville. Both projects are federally funded, thus requiring compliance with both Federal and State environmental laws.
Ms. Miller is currently assisting with the development of land use density factors for the proposed Village of Gateway in Madera, as well as a Circulation Element which details Gateway's integrated transportation system.
Ms. Miller has recently completed a Negative Declaration (ND)/Finding of No Significant Impact (FONSI) for a proposed park and ride facility in downtown Porterville. The ND and FONSI were prepared in compliance with both NEPA and CEQA requirements. The project is part of the City of Porterville's Transit development.
Ms. Miller assisted with the preparation of the Silva Estates Environmental Impact Report (EIR) for the City of Santa Maria. This EIR was necessary to address the land use conversion from agricultural open space to primary residential use. She assisted in the preparation of the response to comments, and the Final EIR.
Ms. Miller has completed Categorical Exclusions (CE) for a number of proposed transit projects for the City of Porterville. The CEs were prepared in compliance with both NEPA and CEQA requirements. The projects include the purchase of a trolley bus, a GPS tracking system and ADA identification equipment.
Ms. Miller assisted in the development of the Short Range Transit Plan (SRTP) for the City of Porterville. The SRTP is a five-year plan for the management and operation of the Porterville Transit and Porterville COLT systems.
