Ms. Beatie has over 25 years of experience in private and public sector land use planning, entitlement processing and CEQA & NEPA environmental review and document preparation. Prior to joining TPG Consulting, Ms. Beatie was with the County of Tulare Resource Management Agency (RMA), where she was an Assistant Director, overseeing the Current Planning Branch, the primary functions of which were to process building and land use permits and staff the Permit Center (public counter). Ms. Beatie also served as the County Environmental Assessment Officer and Alternate Zoning Administrator. The Current Planning Branch also served as staff to the County Planning commission, Site Plan Review Committee and Zoning Administrator.
Ms. Beatie has an extensive background in the preparation and review of environmental documentation, and as such has assisted in the review of and/or preparation of EIR's for the Tulare County Regional Transportation Plan, all 8 Cities of the County of Tulare, as well as Kings and Fresno Counties.
Most recently, Ms. Beatie oversaw the preparation and certification of 4 EIRs for major dairy projects, on the heals of settlement of legal proceedings with the Attorney General and a local environmental watch-dog group. Three of these four dairy EIRs received no public objections.
Ms. Beatie's work experience is quite diverse including participation in or review of and preparation of feasibility studies, grants, the entire range of land use entitlements from complex multi-entitlement projects to simple lot line adjustments, general plan elements and community plans, specific plans, rezonings, and agricultural preserve cancellations. Her work has involved coordination with and review of a wide variety of other local special district, state, federally, and sovereign nation proposed projects and companion environmental documents both in the Central Valley and Central Coastal area of California.
In addition to familiarity with Planning and Zoning Law, the Subdivision Map Act, the Williamson Act and CEQA/NEPA, Ms. Beatie's work history has also exposed her to Local Agency Formation and Redevelopment laws.
