Mr.
Webb has over 30 years of experience in traffic operations and design.
Mr. Webb has assisted in the design of over 100 traffic signal design
projects for various governmental agencies including Caltrans, the counties
of Fresno, Kings and Madera, and the cities of Bakersfield, Clovis,
Farmersville, Fresno, Hanford, Porterville, Merced, Selma, Tulare, Turlock
and Visalia. These projects also included the development of signing,
striping and pavement marking plans for the roadway improvements associated
with the signal installations. Mr. Webb has also conducted evaluations
of existing traffic signal systems to determine deficiencies in signal
timing, operation and coordination. Mr. Webb has provided assessment
of and recommendations regarding existing traffic controls in school
zones and developed suggested route to school plans for various local
agencies. Additionally, he has assisted in the development of plans
for school zone flashing beacons. Mr. Webb has conducted traffic impact
studies for both public and private parties, as well as engineering
and traffic surveys to allow police agencies to use radar for speed
regulation enforcement pursuant to the California Vehicle Code. Mr.
Webb has assisted in the design of over 25 miles of Class II (within
the paved areas of highways) bicycle lanes for local agencies. Mr. Webb
has also given testimony regarding safety-related issues in public hearings
and provided courtroom expert witness testimony regarding traffic engineering
related matters for both the public and private sectors. He has also
conducted traffic accident reconstructions involving pedestrians, motorcycles,
automobiles, large commercial vehicles and trains that comprised both
solo and multi-vehicle collisions.
