Mr. Buller joined TPG Consulting in 2004. He brings over 14 years of experience to the firm, specializing in road construction projects including traffic signal design, traffic surveillance, signing & striping design, and traffic control design.
Mr. Buller's experience includes the design of street improvements and traffic signal modifications in the City of Santa Ana, CA, at over 20 intersections. This work included coordination with Caltrans, railroads, and other local agencies. He has experience in traffic studies, preparing requests for proposals, project management, preparation of plan/specification/estimate packages, contract document preparation, and providing construction assistance. He also has extensive experience preparing applications
Mr. Buller has extensive experience in federal/state grant funding programs, including receipt of state and federal allocations from preliminary engineering through to construction. He has experience in compliance with the Caltrans Project Development Procedures Manual, the Caltrans Local Assistance Procedures Manual, and the Caltrans Procedures for Administering Local Grant Projects. He is very knowledgeable in these processes, having developed specific funding products for a variety of projects.
As a design engineer for Ricks, Taylor & Associates in Bakersfield, CA, he assisted in the design and inspection of numerous water distribution systems, subdivisions, and other miscellaneous civil projects.
Mr. Buller's recent experience has included the preparation of bid proposals, right-of-way easement preparation, and project study reports. Mr. Buller currently leads the design team as Manager of TPG Consulting's Civil Engineering Division.
