The company
has a long history of providing successful projects for various private
developments and public agencies throughout California. One of the most
important qualities offered by TPG Consulting is an excellent working
relationship with the numerous local public agencies and the California
Department of Transportation (Caltrans). The following provides a sample
of some of the various traffic engineering projects we have completed
in the past several years.

IMPROVEMENTS
Our staff
brings together a multitude of disciplines in design ranging from local
traffic signals to state route interchanges. TPG Consulting has actively
participated in the design of over 100 road and traffic signals with site
improvements for several agencies throughout the state. Examples of our

INTERCHANGES
TPG Consulting
has solid experience in designing on- and off-ramps for interchanges.
Examples include:
- State
Highway 99 Off-Ramp at Floral, Traffic Signal Design
TPG Consulting
provided the traffic signal design and striping and pavement marking
plans for a new traffic signal, as well as the basic layout of a modified
off-ramp in Selma. The project was part of off-site improvements being
installed as part of the construction of a Wal-Mart store. The
design services included preparation of the traffic signal design,
coordination with Caltrans and the City of Selma and the review of
the design during construction.
RED
LIGHT TECHNOLOGY
According
to the Federal Highway Administration (FHA), intersection safety is a
serious problem in the United States: In 2004, crashes caused by red light
running resulted in 854 deaths and more than 168,000 injuries. Traditional
police efforts to enforce this violation are costly and dangerous. Red
light cameras supplement police efforts, photographing violators resulting
in a citation mailed to the driver. Ideally, this technology serves as
a deterrent to the number of red light running incidents, therefore reducing
the number of fatalities and injuries. TPG has extensive experience in
the implementation of video based red light enforcement systems.
TPG has performed
the same type of red light enforcement technology implementation for Nestor
Traffic Systems on more than 40 intersections in cities such as Fresno,
San Bernardino, Irvine, Long Beach, Costa Mesa and Fullerton, California,
as well as Dover, Delaware.

this technology on more than 40 intersections in numerous California cities
in the Los Angeles area, as well as in Dover, Delaware. Examples include:
TRAFFIC
SIGNAL SYNCHRONIZATION
TPG has designed
traffic signal coordination systems for several public entities. TPG collects
field data and conducts speed studies, then uses this data to optimize
signal timing and synchronize the traffic signals in the project area.
Synchronizing traffic signals along a stretch of road results in a decrease
in vehicle delay, which in turn decreases overall emissions. Examples
of this work include:
PROJECT
STUDY REPORTS
TPG has provided
Project Study Reports (PSR's) for several public agencies. These entail
doing extensive studies on roadways to determine feasible solutions for
improvements, along with cost estimates to accomplish those goals. Examples
include:
- Tulare
County - Widening of Road 80
TPG Consulting
was responsible for the preparation of the Road 80 PSR for the County
of Tulare. The project incorporated the realignment and widening of
Road 80 from a two-lane to a four-lane divided facility at an estimated
cost of $50 million. Two alternatives were included in the report
to address economic and social issues along sensitive portions of
the roadway. The intersection at Avenue 384 was also redesigned to
accommodate a higher design speed while preserving existing structures.
The PSR included a detailed traffic analysis utilizing existing and
projected traffic volumes to determine intersection control, lane
configurations and turn channel lengths.
- Tulare
County - Widening of Road 108
TPG Consulting
prepared the Road 108 PSR for the County of Tulare. The project incorporated
the realignment and widening of Road 108 from a two-lane to a four-lane
divided facility at an estimated cost of approximately $11 million.
The PSR included a detailed traffic analysis utilizing existing and
projected traffic volumes to determine intersection control, lane
configurations and turn channel lengths. Additionally, TPG Consulting
was responsible for addressing environmental issues including possible
hazardous waste sites, and working within restrictive right of way
limitations due to existing structures and a Southern California Edison
sub-station. Two alternatives were included in the report to address
an economically sensitive area.
- City of
Tulare - Modification of the Prosperity Interchange
TPG Consulting
prepared the Prosperity PSR for the City of Tulare. The project incorporated
the upgrade of the four existing ramps at the interchange and the
addition of a northbound loop on-ramp south of Prosperity Avenue.
The alternatives evaluated had an estimated cost of between $3 million
and $9 million. Three alternatives were included in the report to
address the current conditions of State Route 99 and the proposed
widening of the freeway. The PSR included an operational analysis
of the interchange for existing and projected traffic volumes. The
resulting information was utilized in determining ramp configurations,
intersection control, lane configuration and turn channel lengths.
TPG Consulting was also responsible for addressing environmental issues
that included possible hazardous waste sites. Design alternatives
were formulated working within prescribed right of way limitations.
PROJECT
DEVELOPMENT FUNDING
TPG Consulting
has a wealth of experience in securing government project development
funding for both public and private projects. These funds assist agencies
in the planning and construction of their projects. Some examples include:
- Three
Rivers Historical Society - Visitors Center
TPG secured
federal and local matching funds for the Three Rivers Historical Society,
allowing their vision for a Visitors Center to be realized. Funds
helped pay for property acquisition, and construction of a pool, rest
stop and interpretive center.
- City of
Tulare - Rails to Trails Project
TPG Consulting
assisted the City of Tulare with their "Rails to Trails"
construction project, a 4.5 mile pedestrian/bicycle/equestrian trail.
TPG prepared the NEPA documents, as well as the CMAQ and REMOVE grant
allocation requests. TPG also prepared a "Request for Proposal"
for the city to obtain design services for this project.
- City of
Tulare - Cross Avenue, West and Tulare Avenue Street Reconstruction
TPG prepared
plans for road construction, traffic signal, striping and pavement
marking for two new traffic signals, and approximately one mile of
street reconstruction and two miles of street asphalt overlay for
the City of Tulare. TPG secured CMAQ funds for the traffic signal
portion of the project. Administrative assistance was also provided
to satisfy the new re-engineering requirements through Caltrans.
- City of
Tulare - Prosperity Avenue Improvements
TPG supplied
a full range of services for the improvement of Prosperity Avenue
between Blackstone and Brentwood for the City of Tulare. TPG provided
preliminary engineering and environmental services for the initial
portions of the project. This included programming of federal FAU
funding for the project and preparation of the negative declaration.
Our firm also provided design services for the intersection expansion,
traffic signal system, striping and pavement marking plans and coordination
with adjacent development improvements. During the bid process, TPG
Consulting provided assistance to the city and coordination with Caltrans
for certification through the federal program. Construction engineering
and construction management services were also furnished to the City
during the construction phase of the project. This work included daily
on-site inspection, preparation and submission of federal construction
reports, and processing of contract documents.
